Simutrans Manual - How to build a tunnel

For each sort of tunnel, you must select the proper tunnel building tool. In pak.Hajo the tool buttons look like this:

Road tunnel tool:

Rail tunnel tool:

To build a tunnel, simply let the road or railroad end on each hillside, as shown in the first picture. Then click one of the ends with the tunnel building tool. Right after the click, a tunnel will be built as shown on the right image.
